Role Overview
The Board shall appoint an Anti-Money Laundering Compliance Officer (AMLCO) to establish, implement, and maintain adequate policies and procedures designed to detect any risk of money laundering activity and put in place measures to minimize such risk. The AMLCO will enable competent authorities to exercise their powers effectively. The AMLCO shall report to the Chief Compliance Officer (CCO) and the Board of Directors (BoD). An in-house senior manager with experience in a similar role will be appointed to undertake this role, with the possibility of combining the role with the CCO position until the Company’s scale and complexity warrants the segregation of the two roles.
The AMLCO shall be independent, with the necessary authority, resources, expertise, and access to all relevant information.
Responsibilities
The AMLCO’s duties include the following:
- Designing internal practices, measures, procedures, and controls to prevent Money Laundering and Terrorist Financing, and defining responsibilities across departments.
- Developing and establishing the customer acceptance policy and submitting it for CCO and BoD approval.
- Preparing a Risk Management and Procedures manual for Money Laundering and Terrorist Financing (AML Manual).
- Monitoring and assessing the implementation of policies and the AML Manual measures.
- Applying monitoring mechanisms to assess compliance across departments and employees.
- Providing guidance for corrective measures and informing the BoD if needed.
- Receiving "Internal Suspicion Reports" from employees regarding suspected Money Laundering or Terrorist Financing activities.
- Evaluating and examining information in these reports and escalating to MOKAS (FIU in Cyprus) if necessary.
- Acting as the first point of contact with MOKAS during investigations and maintaining proper communication.
- Detecting, recording, and evaluating risks from clients, merchants, products, and services on an annual basis, and updating systems and procedures accordingly.
- Ensuring Company branches or subsidiaries outside the EEA comply with Customer Identification, Due Diligence, and Record-Keeping Procedures.
- Providing guidance and advice to employees on Money Laundering and Terrorist Financing issues.
- Determining training needs and organizing appropriate training sessions or seminars.
- Preparing and implementing an annual staff training program.
- Preparing an Annual Report on AML activities.
- Responding to queries and requests from MOKAS and other competent authorities, ensuring timely submission of required documents and information.
Key Requirements
- Proven experience in anti-money laundering compliance, preferably in financial institutions or EMIs.
- In-depth knowledge of AML regulatory frameworks and compliance standards.
- Strong analytical skills and the ability to work independently.
- Excellent communication and leadership abilities to guide and train staff effectively.
