Noemon Money Limited is a Cyprus-based Electronic Money Institution (EMI) currently undergoing approval with the Central Bank of Cyprus. Role Overview
The Board shall appoint a Chief Compliance Officer (CCO) to establish, implement, and maintain adequate policies and procedures designed to detect any risk of failure by the Company to comply with its obligations and put in place adequate measures and procedures designed to minimize such risk. The CCO will ensure that the Company enables competent authorities to exercise their powers effectively and will report directly to the Board of Directors.
The CCO shall be an independent, in-house senior manager with experience in a similar role, ensuring they possess the necessary authority, resources, expertise, and access to all relevant information.
Responsibilities
The CCO shall be responsible for:
- Liaising with all relevant business and support departments within the Company.
- Monitoring the adequacy and effectiveness of the Company’s measures and procedures.
- Advising relevant persons responsible for providing the Company’s authorized services to ensure compliance with the Law and Directives.
- Drafting a written report to the Board at least annually, making recommendations and indicating whether appropriate remedial measures have been taken in the event of any deficiencies. This report will be presented to the Board and discussed during at least one of its meetings annually.
- Approving changes to the Company’s documentation relating to compliance issues.
- Training and educating Company staff regarding compliance functions and requirements as per the Law and Directives.
- Communicating relevant statutes of the operations manuals to each employee and notifying them of any relevant changes relating to their roles and responsibilities within the Company.
- Ensuring that Executive Directors or other hierarchically higher officers do not exercise inappropriate influence over how relevant persons carry out the provision of authorized services.
- Ensuring that all relevant information is included in the Company’s outsourcing agreements and that the specified terms comply with the requirements of the Law and Directives.
- Ensuring that the performance of multiple functions by the Company’s relevant persons does not and is not likely to prevent those persons from discharging any function soundly, honestly, and professionally.
Key Requirements
- Proven experience in a compliance function, particularly within financial institutions.
- In-depth knowledge of regulatory frameworks and compliance standards.
- Strong leadership and communication skills to educate and guide staff effectively.
- Ability to work independently and ensure adherence to compliance requirements across all levels of the Company.
